::Will reservation work in future?::- 06/16/2006 08:49:15 AM Many people asked me the idea on reservation. There was a man who came up to me and said that OBC should be given for one more generation and dalits for couple of more generation. Knowing that he loves his wife who was more of anti Brahmincal in stand, I understood he is speaking to satisfy his wife rather than taking a clear stand without understanding. When I asked about creamy layer there was a blank smile, which I understood to be answer for argument. I realized many people argue endlessly with out focusing how future is going to unfold.
Schools- reservation will not work in schools because most people want to send their children to private school. Some of villages have seen the laborers wanting to send their children for private school where English standard and performance are far better. If trend continues no one will care whether he or she will get noon meal or free dress in government school.
Colleges - imagine Internet is opening up more avenues. People can get degrees, have a video conference with professors. Slowly it is coming to point where higher education will be more net based.
Secondly more and more private colleges are opening up. Their rate is higher than government institutions. This means most people can afford to study what they like barring education like medicine. The question of IIT and IIM standard that is not surpass able is all hog wash because private colleges will start piling efficiency slowly and surely which will surely surpass the esteemed institution. As market forces come in to play, private education will more in focus and less focus on the government seats. This will happen like the government schools.
Foreign educational institution will offer loans schemes, visas and work permit to lure a nation obsessed with education. I know lot of people who went UK, Australia to earn degree and come back. This will put more students on this options which will open up.
Work- Government institution promotes people in the top jobs without taking talent and caliber into consideration, because there is no profit motive. Even if there is a loss, government will take it. In private enterprise it would be next to impossible to promote people on caste. You can have a very good caste qualification for promotion, but lack of talent, skill, knowledge will never be accepted for promotion. Colgate Palmolive or Infosys or Tata will never take risk of promoting caste in ranks than talent.
A reducing government work force and increasing private force mean that even if any one goes for 100% caste based reservation promotions and work opportunity in government, no one will care. This is because more people are interested in private jobs. The reason is money.
A collector or an IAS officer earns less than Rs 40,000 after 15 years of service. Many people in private sector surpass this that too in lower level positions. Take a guy who earns Rs 25,000 by joining company like opera after finishing his degree, where will all these so called government employees will earn this kind of money. So reservation in government will work based on money and compensation. Money is powerful force than so-called position or job for many people.
Thirdly if you learn less, you will earn more. Take for example medicine. A doctor studies for almost 8 years and start with house surgeons salary of Rs 8,000 whereas a commerce graduate less than 3 years in degrees earns rs10,000 – 12,000 in BPO or even soft wear engineers. So moneymaking and education are far more removed, these days it is better to be MBA than any thing else.
Global opportunity is opening for every one. Many people will migrate to America or Middle East or Africa because they get better salary. if you pay less then they will go abroad. The world is becoming flatter which means many will become global work force rather than local work force. Reservation will be secondary to many of these people.
Governments have very good policy in paper but these are very difficult to get implemented in real life. Knowing corrupt nature of politicians, these guys will be easily bought by businessmen. Statistics will be cooked to make some points and nothing worthwhile will come off. The businessmen will have ingenious ways like showing false record like tax, which will get hand washed by government.
Many multinational companies will ask exempt and flexibility in implementing the policy. This will be granted government in sly.
Some one will put court case on reservation issues and like ram janma bhoomi it will get dragged on for years with out any end in sight and with lot of interim orders.
To say, in south Indian reservation work is all taking it to extremes. Many people went on to learn English, speak and communicate in English as a main language and present DMK government opposed this. The interest turned out to be boom For BPO and computer segment.
Secondly many private colleges opened which catered to large number of forward caste populations. Late DR MGR who was the then chief minister introduced this policy. When there was large number of English speaking engineers, which in turn has cascading effort on economy. Our Customised Products
